Mr.
Kevin C. Swailes, Chairman
Kevin C. Swailes has been in the Security Consulting
and Investigative profession since the mid-1980's, and is founder
and Chairman of Swailes & Company, Inc.
Mr. Swailes formerly served in the United States
Intelligence Community, and is a graduate of the Defense Language
Institute (DLI), Russian Language School, Foreign Language Center,
Presidio of Monterey, California. He holds his bachelor's degree
in Business Administration from LeTourneau University, graduating
summa cum laude, and received his MBA from Texas A&M University,
Mays Business School.
He is the former President of the Association of
Former Intelligence Officers (AFIO), Texas Chapter, and is a Life
Member of AFIO National. Mr. Swailes is an active member of the
U.S. Department of State Overseas Security Advisory Council (OSAC),
the American Society for Industrial Security (ASIS), the Oil, Gas
and Chemical Industry Security Council (ASIS), the Institute of
Internal Auditors, the Energy Security Council (ESC), the Texas
Rangers Foundation, and the Association of Certified Fraud Examiners.
He has been certified as a Peace Officer in the State of Texas and
has received training by the United States Secret Service in Presidential
Protection Detail (PPD) duties. He is the former Treasurer and Vice
Chairman of the Board of Directors for Crime Stoppers of Houston,
and is serving his third elected term on the advisory board for
The Children's Museum of Houston. Mr. Swailes is also an active
member with the University of Houston Downtown's Advisory Board
for the Master's Degree program in Security Management, and Texas
A&M University's Executive MBA Program.
He has been a featured author in Gas & Pipeline
Journal International, The Houston Business Journal, Texas Lawyer,
and as an Op-Ed contributor to the Houston Chronicle. Mr. Swailes
has appeared as an expert on news programs, televised community
forums, and as keynote speaker for professional associations.

Mr.
Richard D. Gibbins, Chief Executive Officer
Richard D. Gibbins began his career with Swailes
& Company sixteen years ago as the Director of Investigations, subsequently
accepting more responsibility as Vice-President of Investigations,
and later as Senior Vice-President of the Corporation. In October
2000, Mr. Gibbins was selected to lead this international organization
of security professionals.
Prior to joining Swailes & Company, Mr. Gibbins
had over twenty years of domestic and international investigative
and security experience. He spent thirteen years in the law enforcement
community, ten of which were with the Los Angeles County Sheriff's
Department in various divisional and headquarter-based assignments.
He subsequently relocated to Denver, Colorado with Amoco Corporation
as their Regional Security Manager, with overall security responsibilities
in the fifteen western states of the United States, Western Canada,
and Alaska. These responsibilities encompassed investigations, security
surveys, risk assessments, policy and procedure development and
implementation, security awareness training and briefings, and liaison
with senior management. Mr. Gibbins also accompanied senior executives
of this public company during international trips for security management.
Throughout Mr. Gibbins' career, he has performed
risk and threat assessments in many industries, including oil and
gas, transportation, professional sports, pharmaceutical, high technology,
chemical, and financial services.
In 1988, Compaq Computer Corporation in Houston,
Texas, recruited Mr. Gibbins as Manager of Corporate Investigations.
He developed and managed the investigative division for Compaq Computer
both domestically and internationally. He was responsible for worldwide
investigations and traveled extensively in this capacity.
In addition to Mr. Gibbins' noteworthy career,
he is active with the American Society for Industrial Security (ASIS),
the Energy Security Council (ESC), is the founder and past twice-elected
President of the High Technology Crime Investigator's Association,
Southwest Chapter, and has served as a Committee Member with the
State of Texas Sheriff's Association's Industrial Liaison Committee.
Mr. Gibbins has been recognized as a Certified Protection Professional
(CPP) by the American Society for Industrial Security. He holds
a Bachelor's degree in business from the University of Phoenix.

Mr.
Ted Swailes, President
Ted Swailes has over fifteen (15) years of investigative
and technical security experience working with major corporations,
law firms and insurance companies. His Technical Services division
has brought technical expertise and support services to Swailes
& Company engagements in computer crimes and breaches, asset tracking,
Internet fraud, civil and criminal investigations, workers compensation,
insurance fraud and background investigations.
Mr. Swailes has assisted many corporations, law
firms, individuals, and law enforcement agencies in the proper forensic
acquisition of computer files and data. Using scientific tools and
methodologies that are already accepted in the industry, he has
developed proper storage techniques and reporting procedures of
acquired data for its use in criminal, civil and administrative
matters. In 2003, Mr. Swailes joined the elite ranks of internationally
recognized forensic examiners after receiving his accreditation
as an EnCase Certified Examiner (EnCE). The EnCase computer forensic
software and methodology is widely recognized by the industry and
validated by the courts, as well as by testing conducted by the
National Institute of Standards (NIST), as the standard process
used to collect, recover, and analyze computer evidence in a forensically
sound manner. The EnCE certification acknowledges that professionals
have mastered proper computer forensics methodology as well as the
use of the EnCase software suite after a rigorous series of tests
performing complex computer examinations. Recognized by law enforcement
and the corporate community as a symbol of in-depth computer forensics
knowledge, EnCE certification illustrates that an investigator is
a skilled computer examiner.
In addition, Mr. Swailes supervises personnel and
oversees operations in the areas of TSCM, Mobile Surveillance Teams
and Covert Operations. Mr. Swailes and his staff of the Technical
Services Division also augment both the Investigative and Security
Management divisions of the firm. His responsibilities include the
management and implementation of Technical Surveillance and Countermeasures
(TSCM) programs for corporations, executives and small businesses.
TSCM is a security specialty designed to identify surreptitious
clandestine devices (bugs) in residences, offices, boardrooms or
vehicles. Mr. Swailes' staff is responsible for building covert
camera and recording devices in support of investigative operations.
His division is also responsible for the application of tracking
devices to monitor fleet vehicles, equipment, and personnel in support
of our client's national and international shipping and freight
forwarding operations. His office is continuing to develop new and
innovative methods of identifying anonymous correspondence via E-mail
and Internet message board postings.
Industry affiliations include the Texas Gulf Coast
chapter of the HTCIA (High Technology Crime Investigation Association),
South Texas Chapter of ISSA (Information Systems Security Association),
the American Society for Industrial Security (ASIS), and the Houston
Chapter of Infragard.

Mr.
Bobby R. Gillham, Senior Vice President, Global Security
Mr. Gillham brings extensive leadership in international
security to Swailes & Company clients. His experience includes not
only executive security management of a multinational company and
twenty-five years of service as a Senior Executive with the Federal
Bureau of Investigation (FBI) but also unprecedented experience
in the energy, oil, and natural gas industries.
For over a decade Mr. Gillham managed Global security
for ConocoPhillips (Conoco) where he set the standard for global
security in his management of security operations in more than 50
countries creating partnerships with business unit leaders worldwide.
In response to increasing terrorist threats, the
U.S. Secretary of Energy appointed Mr. Gillham to coordinate security
activities between the government and domestic Oil and Natural Gas
Industries. On security matters involving critical infrastructure
assets, the Department of Energy (DOE) and the Department of Homeland
Security (DHS) utilized his expertise through Argonne National Laboratory.
Further, Mr. Gillham formed and chaired the board
of the Energy Information Sharing and Analysis Center (ISAC), created
by Presidential Directive, which works closely with industrial sectors
and the DHS by sharing threat and vulnerability information.
His service has extended to memberships on the
boards of the International Security Management Association, the
Energy Security Council, and the Partnership for Critical Infrastructure
Security. He served on the Senior Security Policy Committee of the
American Petroleum Institute (API) and the Department of Energy's
collaborative study on vulnerabilities and threats to U.S. Oil and
Natural Gas infrastructures. Consequently, his international expertise
led to his membership on a committee created by the U.S. State Department
and British Commonwealth Foreign Office resulting in "The Voluntary
Principles of Security and Human Rights" program adopted by numerous
security-conscious global companies.
Mr. Gillham's extensive FBI experience in counterintelligence,
counter-terrorism as well as violent, white-collar and organized
crime led to his creating the Department of Justice's investigation
of the failed Savings and Loan institutions and his appointment
to some of the FBI's largest field offices as Special Agent in Charge
(SAC), attaining the rank of Senior Executive Service.
As a result, corporate leaders, government agencies
and the media actively seek Mr. Gillham's expertise and request
him as a speaker on or contributor to matters involving security
and infrastructure protection.

Mr.
Bernard W. Nielsen, Senior Vice President, San Antonio Office
Bernard W. Nielsen has 25 years experience in the
United States Air Force, having graduated from the Air Force Office
of Special Investigations Academy, Bolling AFB, D.C
Bernie's career as a Special Agent for the Air
Force Office of Special Investigations included such diverse duties
and experience as the Superintendent; Performance Management Division,
headquartered at Andrews Air Force Base, Maryland. He was responsible
to the Division Directorate and the Commander AFOSI (Air Force Office
of Special Investigation) on all Performance Management Division
responsibilities, assisting the AFOSI Commander and his senior leadership
staff in developing strategic level plans for the command. He facilitated
senior leadership and project manager teams organizational performance
management efforts for U.S. Air Force (USAF) criminal investigations,
Counterintelligence, program security, force protection, and specialized
investigation missions to determine AFOSI's future needs and capabilities.
Mr. Nielsen assisted over 180 units worldwide in tactical planning,
including eight Regional AFOSI headquarters and all HQ directorates.
Additionally, he was instrumental in authoring the AFOSI's strategic
force modernization plans, developed and directed performance measures
(metrics) for Air Force investigative programs and units to identify
planning and programming objectives. He also assisted in executing
performance management programs, coordinating strategic planning
and performance management efforts with program managers, ensuring
a clear link between vision and capability.
During Bernie's illustrious career in the military,
his experience and assignments have included such diverse international
locations as Suwon AB, Korea; Cheivres AB, Belgium; Incirlik AB,
Turkey; Ramstein AB, Germany; and Taszar AB, Hungary. Mr. Nielsen
has been responsible for security operations in Tashkent, Uzbekistan;
and Riyadh, Saudi Arabia, with assignments in Korea, Romania, Italy,
Ankara, Turkey, Croatia, and Bosnia. Bernie also has recent experience
in the public sector with Lockheed Martin in San Antonio, Texas
as the Joint Information Operations Warfare Command, as the Assessment
Task Lead.
Mr. Nielsen has extensive experience in conducting
risk and threat assessments worldwide, investigations, security
strategic planning, and executive protection protocol.
Mr. Nielsen has earned his Bachelor's degree in
Criminal Justice Administration, with a Bachelor's and Masters degree
in Security Management from Bellevue University, graduating summa
cum laude. He is an active member of the San Antonio, Texas chapter
of the American Society of Industrial Security (ASIS).
